<br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
<br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (PIS) report for El Paso County, Colorado
<br />and Incorporated Areas, in accordance with Part 65 of the National Flood Insurance Program (NFIP)
<br />regulations, In a letter dated December 16, 1999, Mr, Paul T, Gilbert, P.E., P,L.S" Senior Project
<br />Manager/Associate, Rothberg, Tamburini & Winsor, Inc" requested that FEMA revise the FIRM and FIS
<br />report to sbow tbe effects of a hydraulic analysis that incorporated more detailed topographic
<br />information to reflect existing channel conditions along Cottonwood Creek from approximately
<br />4,900 feet upstrearn to approximately 9,200 feet upstream of Black Forest Road,
<br />
<br />All data required to complete our review of this request were submitted witb letters from Mr, Dan
<br />Bunting, Regional Floodplain Administrator, Pikes Peak Regional Building Department; Mr. Jason p,
<br />Loar, E.1. T" Engineer, also with Rothberg, Tamburini & Winsor, Inc,; and Mr, Gilbert, Because this
<br />Letter of Map Revision (LOMR) is based on flood hazard information meant to improve upon that
<br />shown on the flood map or within the flood study, fees were not assessed for tbe review.

<br />We have completed our review ofthe submitted data and the flood data shown onthe effective FIRM
<br />and FIS report, We have revised the FIRM and FIS report to modifY the elevations, floodplain and
<br />floodway boundary delineations, and zone designations of the flood having a I-percent chance of being
<br />equaled or exceeded in any given year (base flood) along Cottonwood Creek from approximately
<br />4,900 feet upstream to approximately 9,200 feet upstream of Black Forest Road, As a result of the
<br />modifications, tbe Base Flood Elevations (BFEs) for Cottonwood Creek decreased from approximately
<br />4,900 feet upstream to approximately 7,750 feet upstream of Black Forest Road, BFEs and a regulatory
<br />floodway were establisbed from approximately 7,750 feet upstream to approximately 9,200 feet
<br />upstream of Black Forest Road, The widths of the Special Flood Hazard Area (SFHA), the area that
<br />would be inundated by the base flood, and tbe regulatory floodway increased in some areas and
<br />decreased in otber areas, The modifications are shown on the enclosed annotated copies of FIRM
<br />Panels 08041C0529 F, 08041C0530 F,and 08041C0535 F; Profile Panel 37P; and affected portions of
<br />tbe Floodway Data Table, Tbis LOMR bereby revises the above-referenced panels of the effective FIRM
<br />dated March 17, 1997; and the affected portions of the FIS report dated August 23, 1999.
