<br />. <br /> <br />. <br /> <br />. <br /> <br />PREFACE <br /> <br />This report is part of a program by the Colorado Water Conservation Board (CWCB) to <br />make floodplain maps easier for local governments to use. This CWCB report is based <br />on a previous report prepared by the USGS for Elbert County and converts it into a bound <br />document. <br /> <br />At the time of this report, Elbert County did not participate in the National Flood Insurance <br />Program (NFIP), and therefore, does not have any official FEMA floodplain maps for <br />planning or insurance purposes. <br /> <br />In 1978, Officials of Elbert County, Colo., foresaw the need to provide flood-prone-area <br />information for use by both developers and by citizens unaware of the possibility of <br />flash floods along normally dry streams, Accordingly, the Elbert County Board of <br />Commissioners and the Colorado Water Conservation Board established a cooperative <br />program with the U,S. Geological Survey to map flood-prone areas in Elbert County. <br />Field surveys were made at many selected stream cross sections and the resulting <br />computations provide accurate 1 DO-year flood-level information which is presented on <br />enlarged quadrangle base maps, which have been reduced for inclusion in this report. <br />When the project was completed in 1981, full size copies of the maps were provided to <br />the CWCB and to Elbert County, <br /> <br />Elbert County has grown considerably in recent years, making floodplain management <br />activities in the county even more of a necessity, In addition to republishing the <br />floodplain maps, this report gives the county some basic information about floodplain <br />management and gives some alternatives that could be considered in formulating and <br />implementing its floodplain management objectives, <br />
