outline of Parachute Creek within the limits of the Town. Additionally, this
report presents the results of the technical analysis of the Colorado River
floodplain within the limits of the Town as prepared by the U.S. Army Corps of
Engineers in cooperation with the CWCB.

Included in this report are information regarding historic flooding,
summaries of the technical analysis of the hydrologic and hydraulic
characteristics of Parachute Creek and the Colorado River in the Town, a
description of modifications to the SCS study of Parachute Creek, and a
comparison of the results of the restudy to the SCS study.

Authorization:

This study report was requested by the Town of Parachute in cooperation
with the CWCB. The CWCB is the state agency that coordinates all floodplain
information studies. The information presented in this report was compared to
the technical analyses and report prepared by the SCS for the CWCB under a
contract dated January 1972 and revised in November 1978.

Section 37-60-106(1)(c), Colorado Revised Statutes (CRS), authorizes the
CWCB "to designate and approve storm or floodwater runoff channels or basins,
and to make such designations available to legislative bodies of cities and
incorporated towns, to county planning commissions, and to boards of adjustment
of cities, incorporated towns, and counties of this State." The ~B provides
assistance to local goverrunents in development and adoption of effective
floodplain ordinances. In addition, the CWCB will provide technical assistance
to local entities during the performance of floodplain information studies
within Colorado.

County and Municipal governments in Colorado are authorized, according to
Sections 30-28-111 and 31-23-201, CRS 1973, respectively, to enact zoning
ordinances "to establish, regulate, restrict, and limit such uses on or along
any storm or floodwater runoff channel or basin that has been designated and
approved by the Colorado 11ater Conservation Board, in order to lessen or avoid
the hazards to persons and damage to property resulting from the accumulation of
storm or floodwaters..."
