Additionally, this <br />report presents the results of the technical analysis of the Colorado River <br />floodplain within the limits of the Town as prepared by the U.S. Army Corps of <br />Engineers in cooperation with the CWCB. <br /> <br />Included in this report are information regarding historic flooding, <br />summaries of the technical analysis of the hydrologic and hydraulic <br />characteristics of Parachute Creek and the Colorado River in the Town, a <br />description of modifications to the SCS study of Parachute Creek, and a <br />comparison of the results of the restudy to the SCS study. <br /> <br />Authorization: <br /> <br />This study report was requested by the Town of Parachute in cooperation <br />with the CWCB. The CWCB is the state agency that coordinates all floodplain <br />information studies. The information presented in this report was compared to <br />the technical analyses and report prepared by the SCS for the CWCB under a <br />contract dated January 1972 and revised in November 1978. <br /> <br />Section 37-60-106(1)(c), Colorado Revised Statutes (CRS), authorizes the <br />CWCB "to designate and approve storm or floodwater runoff channels or basins, <br />and to make such designations available to legislative bodies of cities and <br />incorporated towns, to county planning commissions, and to boards of adjustment <br />of cities, incorporated towns, and counties of this State." The ~B provides <br />assistance to local goverrunents in development and adoption of effective <br />floodplain ordinances. In addition, the CWCB will provide technical assistance <br />to local entities during the performance of floodplain information studies <br />within Colorado. <br /> <br />County and Municipal governments in Colorado are authorized, according to <br />Sections 30-28-111 and 31-23-201, CRS 1973, respectively, to enact zoning <br />ordinances "to establish, regulate, restrict, and limit such uses on or along <br />any storm or floodwater runoff channel or basin that has been designated and <br />approved by the Colorado 11ater Conservation Board, in order to lessen or avoid <br />the hazards to persons and damage to property resulting from the accumulation of <br />storm or floodwaters..." <br /> <br />2 <br />
