Specifically, this responds to a facsimile dated <br />May 8, 1996, from Ms. Leslie A. Hope, E,I., Project Engineer, High Country Engineering, Inc., <br />regarding the effective FIS report, Flood Insurance Rate Map (FIRM), and Flood Boundary and Floodway <br />Map (FBFM) for the City of Rifle, Colorado, With her facsimile, Ms. Hope provided additional <br />information to support her March 14, 1996, request for a Letter of Map Revision (LOMR). Ms. Hope <br />requested that the Federal Emergency Management Agency (FEMA) revise the effective FIRM and FBFM <br />to show the effects of updated, more detailed topographic information along Ritle Creek Splittlow. <br /> <br />All data required to complete our review of this request were submitted with Ms. Hope's March 14 letter <br />and her May 8 facsimile. Because this LOMR solely incorporates more detailed information, fees were <br />not assessed for the review. <br /> <br />We have completed our review of the submitted data and the tlood data shown on the effective FIRM and <br />FBFM, and have revised the FIRM and FBFM to modify the elevations and tloodplain and tloodway <br />boundary delineations of a tlood having a I-percent chance of being equaled or exceeded in any given year <br />(base flood) along Ritle Creek Splittlow from its contluence with Ritle Creek to the City of Ritle's <br />corporate limits at County Road 291 and along Ritle Creek from approximately 2,600 feet upstream of <br />Old Creek Meadows Bridge to approximately 1,350 feet downstream of County Road 291, <br /> <br />This revision incorporates updated topographic information retlecting changes in the tloodplain that <br />occurred before January 3,1986, the date of the effective FIRM, FBFM, and FIS, These data show that <br />the tlowpath of the base tlood along Ritle Creek Splittlow has changed, shifting the contluence with Ritle <br />Creek upstream of the contluence shown on the effective FIRM and FBFM, The new data also show that <br />tlow no longer splits from the east bank of Ritle Creek Splitflow just upstream of 30th Street. Ritle <br />Creek Splittlow now rejoins Ritle Creek at one location. <br />
