<br />FPR 96-413 <br /> <br />COLORADO WATER CONSERVATION BOARD <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />March 13, 1996 <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Federal Emergency Management Agency completed a floodplain <br />information map entitled "Flood Hazard Boundary Map, Town of Westcliffe, Colorado, Custer <br />County", dated August 13, 1976; and <br /> <br />WHEREAS, said map includes approximate floodplain delineations for Grape Creek and <br />Mill Gulch within the corporate limits of the Town of Westcliffe as of August 13, 1976 but does <br />not include hydrology information for Grape Creek and Mill Gulch; and <br /> <br />WHEREAS, the Colorado Water Conservation Board has not designated and approved <br />said map; and <br /> <br />WHEREAS, a new floodplain information report entitled "Floodplain Information Report, <br />Town of West cliffe, Colorado, Custer County", dated February 8,1996 has been prepared by the <br />Colorado Water Conservation Board; and <br /> <br />WHEREAS, said new report for the Town of West cliffe includes approximate floodplain <br />information for Grape Creek and Mill Gulch within the corporate limits of the Town of <br />Westcliffe as of August 13, 1976; and <br /> <br />WHEREAS, said new report incorporates the floodplain delineations of the Flood Hazard <br />Boundary Map dated August 13, 1976; and <br /> <br />WHEREAS, the hydrology in said new report for Grape Creek, Mill Gulch (aka Chloride <br />Gulch) and South Tributary to Grape Creek has been estimated in accordance with the Guidelines <br />for Determining lOO-Year Flood Flows for Approximate Floodplains; and <br /> <br />WHEREAS, the 100-year flow for Grape Creek, Mill Gulch and South Tributary to Grape <br />Creek is estimated by utilizing the regression equation for Arkansas River Basin Subregion Ark-6, <br />Q100 = 45.98 * A 6.717, where QIOO is the 100-year peak flow in cubic feet per second and A is the <br />upstream (contributing) drainage area in square miles; and <br /> <br />WHEREAS, a procedure for determining hydrology information for approximate <br />floodplains of lakes and ponds has not been established; and <br />
