<br />. <br /> <br />o <br /> <br />CHAPTER I - JI'I,'TRQDUCTION <br /> <br />SllJDY AUlHORITY <br /> <br />Authority for this study is contained in a resolution by tile Committee on Public <br />Works of the United Stales Senate, adopted 9 May 1963, which reads as follows: <br />"Resolved by the - Committee on Public Works of the United Stales <br />Senate, that the Board of Engineers for Rivers and Harbors, created under <br />Section 3 of the River and Harbor Act,approved June 13,1902,be,and is <br />hereby, requested to review lIlc reportS of the Chief of Er:gineers on the <br />t.fissouri River and Tributaries, published as House Document numbered <br />238, seventy-third Congress; House Document numbered 475, seventy-eight <br />Congre.~s; and other pertinent reports, with a view to determining whether <br />the c,isling proj&l should be modified in any way at the present time in the <br />interest of flood control, navigation, hydroelectric power, water supply, water <br />quality .conlrol, drainage, recreation, fish and wildlife development, and <br />allied purposes, coordinated with development ofrelatcd land resources. <br /> <br />SnrDY PURPOSE AND SCOPE <br /> <br />The purpose of this study was to evaluate flood problems along Boxelder, Spring, <br />and Dry Creeks in the Fort Collins, Colorado, area. Severa! previous studies of the <br />fluud problems on !k>",eider, Spring, and Dry Creeks have been completed which had <br />an effect on the scope of this S1udy. <br /> <br />J.J <br /> <br />r <br /> <br />- <br /> <br />. <br /> <br />Studies conducted by the City of Fort Collins on Boxelder Creek in the early <br />1980'sindicale structural mea5ures would be infeasible by wide margins, and the <br />limited cllanges in flood plain development since thaI time did not wanant a full <br />reconnaissance.]evel reevaluation of the flood problems on Bo",e]dcr Creek. Studies <br />conducted on Spring Creek in 1988 by the City of Fort Collins indicated flood control <br />measures would be feasible in some reaches of Spring Creek, and the City lias <br />constructed flood control measures between College Avenue and the Burlington <br />Northern Railroad (BNRR). <br /> <br />Consequently, the scope of this study was reduced loan evaluation of the flood <br />problems on Dry Creek, and included only a cursory review and update of the flood <br />problems and potential solutions on Boxe1der and Spring Creeks. <br /> <br />The studies conducted were of reconnaissance scope and wen:: conducted in <br />sufficient det:1i1 todctermine if there is at leas: one erlVrron:nent:1l.I)' ane! economical- <br />]y feasible solution 10 the flood problems on Dry Creek. These studies were based <br />on information from previous engineering studies, available mapping and other <br />existing data, general field inspections, and judgment based on standard engineering <br />practices. A new hydrologic analysis for Dry Creek was completed. Additional field <br />surveys, topographic mapping, and engineering and economic data which were <br />obtained were sufficient for development ofra::onnaissance-Ievel designs and cost <br />estimates. <br /> <br />PRIOR SnrDlES <br /> <br />There have been numerous flood control studies and reports completed for the <br />City of Fori Collins by consulting firms and Feder.d agencies, including the Federal <br />Emcrgcncy Managcmcr.: Agcncy (TTMA).
