In a letter dated
June 4, 1999, Mr. Roderick L. Wensing, Town Administrator, Town of Windsor, requested that FEMA revise
the FIRM and FIS report to show the effects of corrections to the alignment of County Road 17, a correction
to the geometry of Eastman Park Drive for superelevation, updated topographic information, and
optimization of the floodway along the profile baseline for the Cache La Poudre River from just downstream
to approximately 3,000 feet upstream of the corrected aligument of County Road 17.

All data required to complete our review of this request were submitted with letters from Ms. Monica
Daniels-Mika, A.I.C.P., Director, Weld County Department of Planning Services; Mr. Christopher J.
Pauley, P.E., Project Engineer, Anderson Consulting Engineers, Inc.; and Mr. Wensing.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report. We have revised the FIRM and FIS report to modify the elevations of the flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) along the profile baseline for
the Cache La Poudre River from just downstream to approximately 3,000 feet upstream of the corrected
alignment of County Road 17 and along County Road 17 Divided Flow from approximately 200 feet
downstream to approximately 2,000 feet upstream of County Road 17. We also have revised the floodway
boundary delineations along the profile baseline for the Cache La Poudre River from just upstream to
approximately 2,000 feet upstream of the corrected alignment of County Road 17. As a result of the
modifications, the base flood elevations (BFEs) for the Cache La Poudre River increased in some areas and
decreased in other areas, the BFEs for County Road 17 Divided Flow decreased, and the width of the
regulatory floodway for the Cache La Poudre River decreased. All affected property owners were notified
of the revisions to the floodway boundaries through a notice published in the Windsor Beacon on June 10,
1999. The modifications are shown on the enclosed annotated copies of FIRM Panel(s) 0005 A; Profile
Panel(s) 02P, 03P, and 04P; and affected portions of the Floodway Data Table. This Letter of Map Revision
(LOMR) hereby revises the above-referenced panel(s) of the effective FIRM and the affected portions of the
FIS report, both dated September 27, 1991.

Because this revision request also affects the unincorporated areas of Weld County, a separate LOMR for
that community was issued on the same date as this LOMR.
