<br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
<br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
<br />accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations, In a letter dated
<br />April 21, 1997, Mr. William Sweeney, Public Works Director, Town of Parker, requested that FEMA
<br />revise the FIRM and FIS report to show the effects of placement of fIll at the Villages at Parker Elementary
<br />School, construction of the Riva Ridge Street bridge, and more detailed topographic information along
<br />Sulphur Gulch from approximately 2,300 feet downstream to approximately 9,800 feet upstream of Riva
<br />Ridge Street. The revision was also extended upstream into Douglas County approximately 1,200 feet
<br />upstream of County Road No, 9 (CR9) to the limit of detailed study, This request follows up in part on
<br />a Conditional Letter of Map Revision issued on February 23, 1996, for an area from approximately
<br />2,300 feet downstream to approximately 2,200 feet upstream of Riva Ridge Street.

<br />All data required to complete our review of this request were submitted with letters from Mr, Eldon Von
<br />Ohlen, P,E" P,L.S" EVO Consulting Services, Inc,; Mr. Fred H, Koch, P,E" Engineer, Douglas County;
<br />Mr. Kumar R, Halbe, P,E" and Mr. Brian J, Poling, P,E" both Project Engineers with Merrick &
<br />Company; Mr. Brad Robenstein, P,E" Drainage and Flood Control Engineer, Douglas County Public
<br />Works Department; Ms, Georgia Simpson, RG Consulting Engineers, Inc,; and Mr. Sweeney,
<br />
<br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and
<br />FIS report, We have revised the FIRM and FIS report to modify the elevations and floodplain and
<br />floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
<br />any given year (base flood) along Sulphur Gulch, As a result of the modifications, the base flood
<br />elevations (BFEs) for Sulphur Gulch increased; the width of the Special Flood Hazard Area (SFHA), the
<br />area that would be inundated by the base flood, increased in some areas and decreased in other areas; and
<br />the width of the regulatory floodway increased in some areas and decreased in other areas, The
<br />modifications are shown on the enclosed annotated copy of FIRM Panel(s) 0090 C, Profile Panel(s) 88P
<br />through 93P, and affected portions of the Floodway Data Table, This Letter of Map Revision (LOMR)
<br />hereby revises the above-referenced panel(s) of the effective FIRM dated September 30, 1987, and the
<br />affected portions of the FIS report dated January 5, 1996,
