<br />1. Cause.- A heavy rainstorm occurred over the Victoria
<br />Creek watershed on 12 August between the hours of 5 :30 p.m, ,and
<br />7:00 p.m. Total precipitation at the center of the storm WaS
<br />approximately 6 inches.' The relatively steep topography caused
<br />rapid' runoff. Victoria Creek was ,unable to handle the flow and'
<br />its banks were overtopped.

<br />2. Extent.- Overbank flow began in the middle reach about
<br />10 miles above the mouth and inoreased downstream. The cverflow'"
<br />area above the Middle Loup River bluff line ,was small due tO,the
<br />almost complete lack or bottomlands adjacent,to the,stream 'b9ve
<br />this point. The lower ,1 ~5 miles of the, stream traverses the"
<br />Middle Loup River flood plain. The major portion of' th!l ar'ea' '
<br />flooded was confined to this l~,er reach.

<br />3. Duration.- Overbank flow,began at abcut, 7:30 p.m.,
<br />12 August and lasted for about 2.5 hours.
