Reagan Administration announcement on new water project starts (and status of cost <br />sharing). <br /> <br />2. Water Conservation Board's review of water project financing needs. <br /> <br />3. Interim Ag actions on November 10 -- and r1unicipal League statement on August 11. <br />(Also note SB 439 impact upon municipalities.) <br /> <br />4. State Budget situation as reported during week of November 15 to 19 -- especially <br />as it may relate to special funds. <br /> <br />5. In addition, the following reports are worth noting: <br /> <br />(a) Financial report of the Governor's Blue Ribbon Panel. <br /> <br />(b) State's Five Year Capital Investment Plan FY 1983-1987. <br /> <br />6. And -- it is, of course, understood that today's economy impacts all! <br /> <br />B. The question before the subcommittee is where do we go? <br /> <br />1. It would appear that the following are factors that need to be recognized: <br /> <br />(a) No Federal help. <br /> <br />(b) The state has a budget problem -- thus, the state is looking to sourceS like <br />the state water conservation board construction fund, severance tax trust <br />fund, lottery, etc. for help. <br /> <br />(c) Other "groups or interests" are looking for funds -- in other words, there <br />will be competition with water users for existing funds. <br /> <br />2. What are the possible financial sources to be explored to finance water projects <br />in Colorado? . <br /> <br />(a) Review Water Conservation Board memos -- note in particular Mr. McDonald's <br />memo of October 29. <br /> <br />(b) Review Preliminary position paper on financing water projects by the Pro- <br />fessional Engineers of Colorado and the Consulting Engineers Council of <br />Colorado. <br /> <br />(c) Note November l5 Denver Post article titled "Water Project Costs May Unite <br />Enemies." <br /> <br />(d) John Conrad's idea -- See 8/16/82 CWC Water Financial News. <br /> <br />(e) Any "thoughts" or "sense of direction" by representatives (Mr. Goslin, Mr. <br />Ziglar, Mr. Krahl, and Mr. Ladner) of the Water Resources and Power Development <br />Authority? <br /> <br />3. If some financial sources for financing water projects are or can be identified -- <br />what strate9Y should be pursured to secure these sources? <br /> <br />-- <br />
