.

.

Draft
1/3/83

Mr. Ted L. Strickland
President of the Senate
Colorado General Assembly
State Capitol
Denver, CO 80203

Mr. Carl B. Bledsoe
Speaker of the House of Representatives
Colorado General Assembly
State Capi tol
Denver, CO 80203

Gentlemen:

In 1981, the Colorado Water Conservation Board took the

initiative in focusing attention on the water development funding

issues confronting Colorado. The Board began by estab Ii shing new

criteria for the selection of projects to be financed by the

Board's construction fund. These cri ter ia were ultimately

incorporated into statute nearly verbatim.

The Board followed this first step with the development of a

position on the Domenici-Moynihan legislation then pending in

Congress. This legislation would have significantly changed the

approach to federal water pro;ect development.

Next, the Boar1 recommended to the General Assembly that $25

million be made available for" front-end" cost-sharing on the

Narrows and Animas-La Plata federally authorized projects. This

ultimately resulted in the General Assembly authorizing the

Colorado Water Resources and Power Development Authority to

consider these two projects.

190
fi/d
