<br />Transportation Systems - Damages to transportation syste~s ln Reach 2 <br />affect the Union Pacific and Burlington Northern Railroads, County bridges <br />at Perry Street and Briggs Street, and the crossing of the Lower Boulder <br />Ditch. Using the flood profiles and maps as a guide. estimates were made <br />at length of track or canal that might be damaged and of damage to the <br />bridges and the siphon. <br /> <br />Flood damage to transportation systems in Rcach 4 includes damages to the <br />Burlington Northern Railroad, the County roads in Boulder and Weld Counties,the <br />Kenosha Road bridge, and the Lower Boulder-Weld County DitCh. Damage to the <br />railroad will be negligible for the 100-year flood, and the tracks appear to <br />be completely out of the 10-year flood. Damage to the Boulder-Weld County <br />Road and other eounty roads in the system will be minimal due to the shallow <br />depth of flooding. Kenosha Road bridge will be completely inundated by the <br />10* and lOO-year floods and will probably be washed out in both events. <br />Approximately 2,000 feet of the Lower Boulder-Weld County Ditch is in the <br />loo-year floodplain. <br /> <br />Public Utilities - Damages to public utilities are difficult to assess. <br />Dollar ~alues to the gas, water, "ewer, power, and telephone wcr~ assigned <br />based on interviews, historical (load losses, and en8ineerin~ jud~ment. the <br />wastewater system for Erie and septic systems for Westview Escates will be <br />subject to flood damages. It is noted that the sewage lagoons are above the <br />100-yearfloodelevation;nowever, tnedikeswillbes<lbjecttoer0810n. The <br />sewage collection system ~ay suffer damage from sediment in the Sewer lines. <br />and manholes will be inundated. <br /> <br />A?ricultural - A study 01 aerial photographs (taken 4/21/79) lor Reach <br />4 was made to determine the numher 01 areas of cultivated land in the 10- <br /> <br />and 100-year floodplains. <br />be flooded by the 10.year <br />flOOd. <br /> <br />Approximately 120 acres of agricultural land will <br />flood and 210 acreS will be flooded by the 100-year <br /> <br />-64- <br /> <br />A~ricultural land was further idcdtified as being used for growing alfalfa <br />hay or Corn Or for pasture. Colorado A~ricultural Statistics, published for <br />1979, was used as a guide in estimating damages to these three types of agri- <br />cultural land Uses. Indirect Damage Determinations <br /> <br />Damages whiCh arc not directly related to a p.lrtic<llar property or <br />individ<lal are referred to as indirect damages. The.e damages do occur and <br />place economic hardship on II community. The following n~e the indirect <br />damages that were con$idered: <br /> <br />Debris Removal and Cle",,"p - ~c[ll{Jval of debris from public. residential, <br />and commercial land is a major feature 01 the recovery c(fo~t following a <br />(lood disastcr. This damage was computed based On estimates of the n<lmber <br />of manhours ~e<tuired and heavy eq<lipment needed to complete the task. An <br />analysis of major flood events was made to determine unit/cost and time <br />sched<llcs. <br /> <br />Loss of Sales - this indirect loss was based 0" 20 nctive businesses <br /> <br />being closed due to a flood. These indirect dollar damages '~ere bas~d on <br />loss of sales, including profit, rather than on damage to inventory, which <br />was considered in the direct damage estimates. <br /> <br />- 65 - <br />
