<br />iv <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />For the Hidden Lake Basin, the improvements downstream of Hidden <br />Lake are dependent, to a degree, upon the improvements to the dam and <br />spillway, since the lowering of the spillway crest will allow the <br />storm runoff to be released from the reservoir more frequently than <br />the current operations. The present development plans for the reach <br />below Hidden Lake, plus the severity of the flow splitting problem at <br />64th and 66th Avenues, however, mean that immediate benefits can be <br />accrued from improvements in this reach. Therefore, the reach from <br />Hidden Lake to Clear Creek is recommended for construction first. <br />The Hidden Lake dam and spillway improvements should be constructed <br />next. <br />For the Bates Lake Planning Basin, the improvement~ can be <br />constructed according to the priorities within Arvada, since the <br />benefits from the improvements can still be realized even with increased <br />construction and financing costs and are independent of construction <br />sequence. <br />Certain legal questions and the actual administration of Hidden <br />Lake need to be resolved, at least in concept, prior to any actual <br />construction on segments of the Hidden Lake Planning Basin. <br />The floodplains in the lower reaches of Bates Lake and Hidden <br />Lake delineated by this study were found to overlap the floodplains <br />of Clear Creek and Ralston Creek.
