Tauer
Mayor, City of Aurora
1470 South Havana Street, Eighth Floor
Aurora, Colorado 80012

Community: City of Aurora, CO
Community No.: 080002

104

Dear Mayor Tauer:

This responds to a request that the Federal Emergency Management Agency (FEMA) comment on the
effects that a proposed project would have on the effective Flood Insurance Rate Map (FIRM) and Flood
Insurance Study (FIS) report for your community in accordance with Part 65 ofthe National Flood
Insurance Program (NFIP) regulations. In a letter dated December 10, 2001, Mr. Jim Chrisman,
Director, Park Creek Metropolitan District, requested that FEMA evaluate the effects that the Westerly
Creek Channel Restoration - Phase I would have on the flood hazard information shown on the effective
FIRM and FIS report.

All data required to complete our review of this request for a Conditional Letter of Map Revision
(CLOMR) were submitted with letters from Mr. Chrisman and Mr. Jay Peters, P.E., Matrix Design
Group, Inc.

We reviewed the submitted data and the data used to prepare the effective FIRM for your community and
determined that the proposed project meets the minimum floodplain management criteria of the NFIP.
We believe that, if the proposed project is constructed as shown on "Westerly Creek Channel Restoration
Work Map - Westerly Creek - Phase I" (Work Map), and as described in the report entitled "Request for
Conditional Letter of Map Revision, Westerly Creek Channel Restoration - Phase I," dated
December 10, 200 I, both prepared by Matrix Design Group, Inc. and the data listed below are received,
the floodplain boundaries of the floods having a I-percent chance of being equaled or exceeded in any
given year (base flood) and a 0.2-percent chance of being equaled or exceeded in any given year will be
delineated as shown on Work Map.

This project consists of the redevelopment of the former Stapleton Airport. A channel is proposed that
would contain the base flood.

The Base Flood Elevations (BFEs) will increase and decrease as a result of the updated topography and
more detailed analysis. The maximum increase in BFE, approximately 0.5 foot, will occur
approximately 200 feet downstream (north) of Montview Boulevard. The Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, will increase and decrease. The maximum
increase in SFHA, approximately 5 feet, will occur approximately 200 feet downstream of Montview
Boulevard.
