Flood Insurance Study Reporl Data
Flood Insurance Study - Cooper Slough, Larimer County, Colorado
Page 7

TABLE 3
COOPER SLOUGH DISCHARGES (cfs)
Location Dralinage
j,SWMM 10#) Area (mi")- 10-year 50-1,-ear 100-year 50C-year
At Vine Street (13) 0.25 250 1,260 1,B68 3,050
At C&S railroad (8) 0.60 246 1,260 1,B64 3,033
At State Hwy 14 (4) 1.06 337 1,5S12 2,407 3,977
At confluence with
Boxelder Creek (42) 2.00 328 1,5Ei9 2,:370 3,783

'The contributing drainage area is only that portion of the Cooper Slough basin that
is south of the Larimer-Weld Canal. The updated SWMM model assumes all flow
north of the canal is intercepted by ponds owned by the Anheuser-Busch Company
and is released at a controlled rate to the Larimer-Weld canal.

Note that the discharges at the confluence with Boxelder Creek are lower tllan the
discharges at State Highway 14. This is due to the routin\~ of the flows.

This updated hydrological analysis is now consistent with the '1991 Boxelder Creek
LMMP study and has bem approved by the City of Fort Collins, Larimer County and
FEMA Region VIII. A complete discussion of the hydrological analysis with technical
addendum have been pLblished under separate cover entitled "Hydrologic Analysis
of the Cooper Slough Within Larimer, County" (RElferencE3 8, April 1993). Letters
accepting the conclusions of this report are filed with other relevant correspondence
in Appendix B.

3.2 Hvdraulic Analvsis

Water surface profiles were developed using the U.S. Amy Corps of Engineers HEC-2
step-backwater computElr program (Reference 9). Because the storm event
discharges in the updated SWMM model differ significantly from the 1987 SLII. study
(for example the discharge for the 100-year event at State Highway 14 is reported as
460 cfs in the 1987 SLJI. report, whereas the updated SWMM model indicates a
discharge of 2,407 cfs), many of the SLA HEC-2 cross sections were extended and
realigned, and new sections were developed from 1 "= 1 00' maps provided by the City
