The following items were discllssed for each <br />Stl,Jy: <br /> <br />FL;rence, rolorado: <br /> <br />David Love presen:ed the floodplain map with draft BFE's shown. This map was <br />developed using the lplit flow model. <br /> <br />Dr, John Liou explnined that FEMA defines shallow floodin,g as lOa-year depths of <br />inundation of 3.0 feet or less unless the source of the shallow flooding is from the main <br />channel (then shallow flooding is that a>ea where the loo-year depth of inundation is 2.0 <br />feet or less), <br /> <br />After review of the BFE floodplain map we determined that much of the floodplain in the <br />right and left overbark is shallow floodiJlg. There is an are in th,~ right overbank between <br />the railroad tracks and 3rd Street that is 110t shallow flooding. <br /> <br />BFE map was modified to show areas of shallow J'Iooding. <br /> <br />After review of the llIeas of shallow flooding, we agreed to determine the floodway using <br />the main channel model and only the flows associated with the main channel to determine <br />the floodway. <br /> <br />~i!tin~s. Adair of the Department of Natural <br />Resources and Conse::vation (DNR) for the State of Wyoming and discuss the November <br />13, 1992 letter to Love &Associates, Inc., specifically the statement that the DNR is not <br />aware of any studies which may indicate that the meteorolol~ca1 processes over the Alkali <br />basin differ from those over similar SurrOunding basins. <br />
