The <br />purpose of the initial meeting was to establish the study limits as well as the <br />hydrologic and hydraulic parameters for the study. The City and County provided the <br />base mylar maps (Refereince 1), the hydrologic base model (Reference 2), bluelines <br />of orthographic mapping (Reference 3), and the Benchmark descriptions (see <br />Appendix A) for the study. <br /> <br />2,0 AREA OF STUDY <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study is for Cooper Slough located in the unincorporated area <br />of Larimer County east of the City of Fort Collins. In 1991, the U.S. Bureau of <br />Reclamation (USBR) prepared a LMMP study for Boxelder Creek (Reference 4). This <br />study determined that rUloff from peak storm events along Boxelder Creek overtop <br />Interstate Highway 25 (1.25) at several locations, flowing into the Cooper Slough <br />watershed. These flow~, across 1-25 from the Boxelder Creek Basin represent a <br />significant change in the, previously estimated hydrology in terms of quantity and <br />
