A meeting was held with
the mayor, public works director and clerk on November 9, 2000, to explain the designation
process, to review the FHBM and to solicit comments regarding the maps and general flooding
conditions in the town. A field tour of the Norwood floodplain was also conducted at this time.
The use of the 1974 FHBM and 1992 FIRM for the designation process was discussed. All
parties agreed that the west SFHA and Cedar St. SFHA do not warrant designation. The west
SFHA has a drainage area less than 1 square mile, which is below the CWCB threshold for
designation. The Cedar St. SFHA has had a 25-year storm sewer installed since the maps, greatly
aiding storm runoff conveyance in the area. The town asked that the Ed Joe Draw/Gurley Ditch
SFHA also be excluded from designation. It was agreed by the CWCB to investigate the
appropriateness of this designation. The results of this investigation are presented in later
sections of this report.

6
