As part of Norwood's entry into the NFIP in 1985, FEMA converted the SFHA shown in <br />the FHBM to NFSHA, indicating that the flooded areas are all in Zone C, areas of minimal <br />flooding. As part of the county-wide San Miguel County FIS, effective September 30, 1992, the <br />Town of Norwood was designated as a zone X. The Special Flood Hazard Areas shown on the <br />FHBM were prepared using approximate floodplain mapping techniques. Engineering <br />information was not provided by FEMA to support the approximate floodplain delineations <br />shown on the FHBM, or to determine whether Special Flood Hazard Areas are still warranted for <br />the town. This FIR provides limited engineering information to fulfill that need. <br /> <br />This FIR includes: <br /> <br />1. Authorization for the report and its purpose and scope; <br /> <br />2. Study area description including information on the community, the watershed, any known <br />flooding historylflooding problems, previous studies and projects. and community response <br />to the CWCB designation and approval process; <br /> <br />3. Description of hydrologic and hydraulic information; and <br /> <br />4. Floodplain management program. <br /> <br />Authorization <br />The CWCB has certain statutory responsibilities relating to the designation and approval of <br />floodwater runoff channels or basins as follows: <br /> <br />... "to devise and formulate methods, means, and plans for bringing about the greater <br />utilization of the waters of the state and the prevention of flood damages therefrom, and <br />to designate and approve storm or floodwater runoff channels or basins, and to make such <br />designations available to legislative bodies of cities and incorporated Counties, to County <br />planning commissions, and to boards of adjustment of cities, incorporated Counties, and <br />counties of this state"... Section 37-60-106(1)(c) of the Colorado Revised Statues (CRS). <br /> <br />A CWCB designation and approval of current floodplain information is needed for the Town of <br />Norwood, Colorado. The CWCB has prepared this FIR as a means of designating Norwood's <br />FHBM so that the community can better implement its floodplain management program. <br /> <br />4 <br />
