INTRODUCTION

Puroose and Scope
This Floodplain Information Report was prepared to provide supporting documentation for the
approximate lOO-year floodplain boundaries shown in the Norwood FHBM, dated November 28,
1975. As part of Norwood's entry into the NFIP in 1985, FEMA converted the SFHA shown in
the FHBM to NFSHA, indicating that the flooded areas are all in Zone C, areas of minimal
flooding. As part of the county-wide San Miguel County FIS, effective September 30, 1992, the
Town of Norwood was designated as a zone X. The Special Flood Hazard Areas shown on the
FHBM were prepared using approximate floodplain mapping techniques. Engineering
information was not provided by FEMA to support the approximate floodplain delineations
shown on the FHBM, or to determine whether Special Flood Hazard Areas are still warranted for
the town. This FIR provides limited engineering information to fulfill that need.

This FIR includes:

1. Authorization for the report and its purpose and scope;

2. Study area description including information on the community, the watershed, any known
flooding historylflooding problems, previous studies and projects. and community response
to the CWCB designation and approval process;

3. Description of hydrologic and hydraulic information; and

4. Floodplain management program.

Authorization
The CWCB has certain statutory responsibilities relating to the designation and approval of
floodwater runoff channels or basins as follows:

... "to devise and formulate methods, means, and plans for bringing about the greater
utilization of the waters of the state and the prevention of flood damages therefrom, and
to designate and approve storm or floodwater runoff channels or basins, and to make such
designations available to legislative bodies of cities and incorporated Counties, to County
planning commissions, and to boards of adjustment of cities, incorporated Counties, and
counties of this state"... Section 37-60-106(1)(c) of the Colorado Revised Statues (CRS).

A CWCB designation and approval of current floodplain information is needed for the Town of
Norwood, Colorado. The CWCB has prepared this FIR as a means of designating Norwood's
FHBM so that the community can better implement its floodplain management program.
