Mdkin9 recommendations to local governments aod the Colorado Land <br /> <br />1JseCO'nmission. <br /> <br />2, Providlhgtechnical assistance to local govern,"ents. <br /> <br />.17. <br /> <br />The Board's power and duty is '" <br />..,"to devise and formulate methods, means and plans for bringing <br />about the greater utilization of the ~aters of the state and <br />prevention of flood damages therefrom, and to designate and approve <br />storm or floodwater runoff ch~nnels or basins, ~nd to make such <br />designationsdvailabletolegislativebodiesofcitiesand <br />incorporated towns, to county pl~nning commissions, and to boards of <br />adjustment of cities, incorpor~ted towns, ~nd counties of this <br />state"... <br /> <br />as stated in Section 37-60-106 (1) (cl of the Colorado Re~i sed Statutes <br /> <br />Upon rev1e~ and approval of this report, the ColoradO Water <br />Conservation Board will designate and approve as flood plain areas those <br />areas inundated by the lOO-year flood as described by the flood~ater <br />surface ele~ations and profiles in this report. The use of the designated <br />flood plain areas may then be regulated by the local government. <br /> <br />Model Regulations <br />Model floodplain regulations have been promulgated by the Colorado <br />Water Conservation Board. ~ith the purpose to promote public health, <br />safety, and general welfare, andmin1m1ze flOOd hazards and losses. The <br />model includes provisions designed to: <br /> <br />1. <br /> <br />Promote sound planning and land use. and permit only such uses <br />wi thin flood plai ns that ~i 11 not endanger 1 ife, health. and publi c <br />safety or property in times of flooding. <br />Protect thepub11c frornavoidable financial expenditures for flood <br />control projects, floodreliefnleasures, and the repair and <br />restoration of damaged public fac11ities. <br />Prevent avoidable interruption of business and commerce: <br /> <br />2. <br /> <br />3. <br /> <br />'. <br /> <br />Mini:nize victimization of unwary nome and land purchasers; and <br /> <br />-18- <br />
