<br />PLANNING GUIDELINES <br /> <br />PLANNING OBJECTIVES <br /> <br />The primary objective of Federal flood control activities is to contribute to <br />the national economy by reducing flood damages, while protecting the Nation's <br />environmental resources in accordance with existing laws, regulations, and <br />executive orders. <br /> <br />More specific planning objectives were identified by area residents and <br />concerned state and Federal agencies or suggested by existing opportunities <br />for improving the quality of life. Plans were formulated and evaluated with <br />the following objectives in mind: <br /> <br />-Contribute to a reduction in the threat of flooding; <br /> <br />-Contribute to the reduction in damages associated with flooding; <br /> <br />-Contribute to the elimination of disruption of daily life caused by <br />floods and lost wages due to flooding; <br /> <br />-Contribute to the reduction in potential for loss of life and health <br />hazards caused by flooding; <br /> <br />-Contribute to the reduction in the burden of providing emergency services <br />'during and after floods; <br /> <br />-Contribute to increased recreational opportunity through the availability <br />of additional park land; and <br /> <br />-Contribute to the maintenance of the existing quality of life by minimum <br />disruption of the existing residential and commercial development. <br /> <br />PLANNING CONSTRAINTS <br /> <br />In accordance with the Water Resources Council's Principles and Guidelines, <br />various alternatives are to be formulated in a systematic manner to insure <br />that all reasonable alternatives are evaluated. The types of alternatives to <br />be developed include: <br /> <br />-A National Economic Development (NED) plan that reasonably maximizes net <br />economic development benefits; <br /> <br />-Plans which are compatible with existing water and related land resources <br />plans, such as State water resources plans, if within the scope of the study <br />authorization. <br /> <br />Each alternative plan will be formulated to be complete, efficient, effective, <br />and acceptable including appropriate mitigation of its adverse effects. <br /> <br />14 <br />
