The planning workshop will address a wide range of community concerns. Participants will be divided into <br />six different planning teams whose focus will be: <br /> <br />Team I: Flood control, channel alignment, fluvial geomorphology, transportation systell1s, drainage issues <br />Team i: Economic development and sustainability, housing issues <br />Team 3: Fish and wildlife - populations, habitat, enhancement and sustainability issues. ; <br />Team 4: Outdoor recreation and open space issues <br />Team 5: Water quality and ~rosion issues <br />Team 6: Historic and cultural resources issues <br /> <br />HIS TOR Y : After widespread floodIng in 1993, the Turner/Lincoln/Clay (TLC) Water Project District in the Vermillion <br />River Basin submitted a pre-application notification for a hazard mitigation grant for a "Feasibility Study of <br />Flood Control Alternatives" for the 2,185-square-mile basin. The Rivers, Trails and Conservation Assistlmce. <br />Program of the National Park Service and the Mitigation Division of the Federal Emergency Management <br />Agency (FEMA) we~e at the same time discussing wa}~ that the two agencies could work in partne"hip with <br />oth~" to reduce or elimina~e the long-term risk to human life and property from hazards. Discussions were <br />held with the South Dakota Division of Emergency Management and the TLC Water Project District. All par- <br />ties agreed to explore multi-objective strategies for hazard mitigation in the basin. On January 13, 1994, the <br />South Dakota Division of Emergency Management chaired a meeting attended by FEMA Region VIII and the <br />National Park Service. RejJres.entatives from p~esidentially declared disaster areas in South Dakota were pre- <br />sent to answer questions about the proposed workshop and to determine local interest in receiving help with <br />the development of a Multi-objective Hazard Mitigation Management (MOHlvlM) plan. Strong interest was <br />expressed by representatives throughout the Vermillion River Basin in a plan for the basin. The area was then <br />selected as the planning workshop site for the development of a MOHMM plan. <br /> <br />'. <br /> <br />. <br />
