<br /> <br />Find atld invite recorders. The <br />recorders are responsible for keep- <br />ing a written record of the deci- <br />sions made and ideas promul- <br />gated by each planning team. Al- <br />though the recorders do not have <br />special training, they should be <br />people who are capable of being <br />neutral about the discussion, able <br />to understand comments made <br />from widely varying perspectives, <br />and good at capturing the essence <br />of comments and decisions in \mt- <br />ing. One recorder will be needed for <br />each session, and a few extras <br />should be available. <br /> <br />STEP 9 <br />Draft guidelines for facilitators and <br />recorders. The guidelines that were <br />used during the Vermillion Basin <br />project appear on pages A-19 <br />through A-21. Experienced facili- <br />tators can review the draft and <br />suggest improvements. Guidelines <br />or instructions should also be pro- <br />vided to planning team members <br />(included in the letter shown on <br />pagesA-ll through A-13) and the <br />public. Planning teams should <br />also be provided with guidelines <br />and formats for producing both <br />paper and computer copies of <br />their teams' work. <br /> <br />STEP 10 <br />Find arid i"vite a keynote speaker <br />a"dlor emcee. The speaker <br />could be a local person who is well <br />known and respected. <br /> <br />S T E P 11 <br />Find and invite individual members <br />of the community, It is vitally im- <br />portant that people from all walks <br />of life, different viewpoints on <br />issues, and wide geographic distri- <br />bution within the planning area <br />come to the workshop. A combina- <br />tion of approaches will probably <br />work best to reach as many people <br />as possible, including press releases <br />(see pagesA-22 and A-26), visits to <br />some of the larger media outlets, <br />and asking all city administrators, <br />county commission chairs, county <br />emergency manager~ local offices of <br />state government, and local coun- <br />cils of government in the planning <br />area to nominate individuals who <br />should be personally contacted <br />(see letter on pages A-14 through <br />A-IS). All the "nominated" individ- <br />uals should then be phoned and en- <br />couraged to attend (see page A-16). <br /> <br />STEP 12 <br />Finalize ,he agenda. The finished <br />agenda (see pageA-17) will not only <br />give a schedule of activities but also <br />provide additional information to <br />participants and others about how <br />each activity contributes to the <br />whole proce~s. The schedule should <br />allow time for a one-hour debrief- <br />ing meeting with facilitators and <br />recorders every evening during the <br />
