~D MONTGOMERY WATSON

June 16, 1999

Mr. Tom Browning
Colorado Water Conservation Board
1313 Sherman Street
Denver, Colorado 80203

SUBJECT: STATEMENT OF QUALIFICATIONS [<'OR 1999 FLOOD
DOCUMENTATION REPORT

Dear Mr. Browning:

Montgomery Watson is pleased to submit this Statement of Qualifications (SOQ) for
preparing the 1999 Flood Documentation Report for areas affected by the April-May floods
in Colorado. Our SOQ follows the format provided in your instructions.

As you will see in reviewing our SOQ, selecting Montgomery Watson will provide CWCB
with several important benefits for the 1999 Flood Documentation Report project:

· Your budget and schedule are limited... our ongoing work with Colorado Springs in
documenting causes and effects of the 1999 t100ding in Fountain Creek, Monument
Creek and their tributaries satisfies some of the requirements of the proposed project,
improving our ability to meet your budgct and schedule objectives.
· You have a need for a thorough, well-documented study process... our past experience
with t100d documentation projects has given us an understanding of the technical
aspects of t100d damage assessments, as well as the importance of good record..keeping
and tracking.
· You have a need for a consultant who is already familiar with the areas affected by the
Spring 1999 t1ooding... we have completed one or more projects in nearly all of the
affected counties within the past 10 years, and are actively working in the metropolitan
areas most severely affected.
. You have a need for coordinating with a variety of agencies during the study process...
we have worked or are currently working with all of the state and federal agencies who
will contribute information to the Flood Documentation Report, and will be able to
gather information from them quickly and efficiently.
· You have a need for a responsive consultant partner... our local Denver office will
provide all project resources within 15 minutes of your office, and as your project
manager I am committed to maintaining close and frequent communication with you
and your staff.

:";Ol-]7tl1 Street
SUite 600
Denver, Colorado
80 202 ~ I 244

Tel: 303 382 5000
Fax'30338250Ql

Ser'ling the W(tl'irJ"s ,:'nvirOlir"(;7("i \;',~ '
