The two <br />officers on duty decided to alert the Police Chief, <br />and the decision was made to alert the Fire <br />Protection District's stream spotters and begin <br />warning residents. During the initial phase of <br />, the response the two officers on duty were called <br />away to respond to unrelated emergencies. This <br />left the police chief severely understaffed until <br />fire personnel arrived on scene. Approximately <br />two dozen city employees were involved in the <br />flood response. Fire personnel rescued 3 people <br />and a dog from rising floodwaters.
