Vialpando <br />Leandro MaItinez <br />Carlos Atencio <br /> <br />Mr. Joe Espinoza <br />Mayor <br />Town of San Luis <br />San Luis, CO 81152 <br /> <br />Dear Mr. Mayor: <br /> <br />The Costilla Conservancy District is very concerned about the sub- <br />water problems that have resulted from the drainage project funded <br />by the Colorado Water Conservation Board. These problems seem to <br />result from lack of continuity, and 'finishing' of the project that <br />drained the area in Northeast San Luis, and just let loose this water <br />in the commons area without any provision for channeling this water <br />or somehow directing it into the natural drainage which is the creek. <br /> <br />As a result, the commons area which was previously dry, has now become <br />a receiving area that has developed into a marsh or swamp. Since <br />the normal run of water is toward the West, this water has drifted <br />toward the town creating problems for residents, businesses, the <br />church, all these are directly West of that holding area. <br /> <br />This problem could have been averted, and can still be corrected, by <br />piping this drainage water to the logical drainage basin East of the <br />drain outlet. <br /> <br />Because there has been lack of action in implementing corrective <br />measures, property owners in San Luis have suffered damages to their <br />homes and businesses. The town has suffered damage to roads, as well. <br /> <br />It appears that the Colorado Water Conservation Board was .the funding <br />agency, and there was a lack of supervision (technical), and carry- <br />through of the lastphase of the project to preclude the present condition <br />from occuring, therefore, it seems that someone was remiss in they duty <br />to follow-through. It seems someone is liable for immediate corrective <br />action and liability. <br /> <br />The Conservancy District hopes that this situation can me remedied before <br />onset of the strong subwater runoffs begin in earnest. <br /> <br />Sincerely, ~ <br /> <br /> <br />.~~~~~ ~:~~~~ <br /> <br /> <br />cc: Larry Lang CWCB <br />Costilla County Commission <br />
