WHEREAS, a flOOdplain information report entitled "Flood
''<",I''':'' Insurance Study, city of Alamosa, colorado," which includes Rio
Grande with an effective date of September 15, 1977, has been pre-
pared by the United States Army Corps of Engineers, Albuquerque
District, under contract with the Federal Insurance Administration;

WHEREAS, said report describes and outlines the floodplain
data and information for the storm and floodwater runoff channels or
basins of the study area; and

~~REAS, the city of Alamosa has requested the Colorado
Water Conservation Board to designate and approve the flOOdplain
areas as set forth in the aforesaid report; and

WHEREAS, Section 37-60-106(1), Colorado Revised Statutes.,
1973, requires the Colorado Water conservation Board to assist in
the prevention of floods and flood damages therefrom; and

WHEREAS, Sections 31-23~201 and 30~28-111, Colorado Revised
Statutes 1973, provide that such legislative bodies of local juris-
dictions may provide zoning regulations for land uses on'or'along any
storm or floodwater runoff channel or basin only after designation
.~. and approval by the Colorado Water Conservation Board; and

WHEREAS, Section 37-60-106(1) (c), Colorado Revised statutes
1973, directs the Colorado Water conservation Board to designate and
approve storm or floodwater runoff channels or basins and to make
such designations available to legislative bodies of locaLj.urisdic-~_.._.

WHEREAS, the staff of the Board has reviewed said report
and dOes hereby recommend to the colorado Water Conservation BOard
that the Board designate and approve as flOOdplain areas those areas
inundated by a 100-year flood (intermediate regional flood) as
described by the floodwater surface elevations and prOfiles in said
report;
