In a letter dated <br />May 7, 1999. Ms. Marsha M. Hilmes, Floodplain Administrator, City of Fort Collins, requested that <br />FEMA revise the FIRM and FIS report to show the effects of a channelization and bridge and levee <br />construction project along the Cache La Poudre River. The project included extension of Timberline Road <br />across the Cache La Poudre River at approximately 4,900 feet upstream of Prospect Road; excavation of <br />the right channel bank from approximately 3,100 feet upstream to approximately 4,900 feet upstream of <br />Prospect Road; and construction of a levee along the right channel bank from approximately 6,300 feet <br />upstream to approximately 8,000 feet upstream of Prospect Road. This request follows up on a Conditional <br />Letter of Map Revision issued on December 12, 1997. <br /> <br />All data required to complete our review of this request were submitted with letters from Ms. Hihnes and <br />Mr. Gregory J, Koch, P.E., Project Manager, Anderson Consulting Engineers, Inc <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />FIS report. We have revised the FIRM and FIS report to modify the elevations and floodplain and <br />floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in <br />any given year (base flood) along the Cache La Poudre River from just upstream of Prospect Road to just <br />upstream of Lemay Avenue and along Cache La Poudre LP A TH from just upstream of Prospect Road to <br />the point where it diverges from the Cache La Poudre River just downstream of the Timberline Road <br />Extension, As a result of the modifications, the base flood elevations (BFEs) for the revised reaches of the <br />Cache La Poudre River and Cache La Poudre LPATH and the widths of the Special Flood Hazard Area <br />(SFHA), the area that would be inundated by the base flood, and the regulatory floodway increased in some <br />areas and decreased in other areas, The construction of the levee prevents the overland flow originating <br />from the Cache La Poudre River from entering the Cache La Poudre RPATH. As a result of the levee <br />construction and channelization, Cache La Poudre RP A TH and its associated flood hazards have been <br />eliminated. All property owners affected by the increases in BFEs were individually notified. The <br />modifications are shown on the enclosed annotated copies of FIRM Panel(s) 0004 C, 0012 C, and 0016 <br />C; Profile Panel(s) 04P, 05P, 06P, 09P, and lOP; and affected portions of the Summary of Discharges <br />Table and Floodway Data Table.
