In a letter dated <br />July 28, 2000, Mr. Gregory J. Koch, P.E" Project Manager, Anderson Consulting Engineers, Inc" <br />requested that FEMA revise the FIRM and FIS report to show the effects of three bridge replacement <br />projects within three separate reaches along Spring Creek: from approximately 550 feet downstream to <br />approximately 1,350 feet upstream of Welch Street; from approximately 1,400 feet downstream to <br />approximately 950 feet upstream of Remington Street; and from approximately 1,300 feet downstream to <br />approximately 1,050 feet upstream of West Drake Road, The bridge replacement project at Welch Street <br />included construction of a single-span bridge with a 30-foot-wide by 6.9-foot-high opening under the <br />crossing of Spring Creek. The bridge replacement project at Remington Street included construction of a <br />single-span bridge with a 30-foot-wide by 7.2-foot-high opening under the crossing of Spring Creek. <br />The bridge replacement project at West Drake Road included construction of a dual-span bridge with a <br />5.0-foot-wide by 9,2-foot-high opening under the crossing of Spring Creek, addition of a pedestrian <br />bridge with three 5- foot by 7- foot reinforced,concrete box <,;.ulverts under the' crossing of Spring Creek <br />approximately 780 feet downstream of West Drake Road, channel regrading from approximately <br />600 feet downstream to approximately 900 feet upstream of West Drake Road, and improvements to <br />New Mercer Ditch approximately 950 feet downstream of West Drake Road. <br /> <br />All data required to complete our review of this request were submitted with letters from Ms. Marsha <br />Hilmes-Robinson, Floodplain Administrator, City of Fort Collins, and Mr. Koch, <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM <br />and in the effective FIS report, We have revised the FIRM and FIS report to modify the elevations and <br />floodplain and floodway boundary delineations of the flood having a I-percent chance of being equaled <br />or exceeded in any given year (base flood) along Spring Creek. As a result of the modifications, the <br />Base Flood Elevations (BFEs) for Spring Creek and the widths of the Special Flood Hazard Area <br />(SFHA), the area that would be inundated by the base flood, and the regulatory floodway increased in <br />some areas and decreased in other areas, Because the increases in BFE are not large enough to change <br />the whole-foot BFEs shown on the effective FIRM, the increases will not be published in a local <br />newspaper. The modifications are shown on the enclosed annotated copies of FIRM Panels 0011 C and <br />0012 C; Profile Panels 17P, 18P, 20P, 21P, 25P, and 26P; and affected portions of the Floodway Data <br />
