,

FLOOD INSURANCE STUDY

1.0 INTRODUCTION

1.1 Purpose of Study

The purpose of this Flood Insurance Study is to investigate the
existence and severity of flood hazards in the Town of Superior,
Boulder County, Colorado, and to aid in the administration of the
National Flood Insurance Act of 1968 and the Flood Disaster Protec-
tion Act of 1973. Initial use of this information will be to
convert Superior to the regular program of flood insurance by the
Federal Insurance Administration. Further use of the information
will be made by local and regional planners in their efforts to
promote sound land use and flood plain development.

1.2 Coordination

A meeting was held on April 21, 1976, and attended by a representa-
tive of the Federal Insurance Administration; the Mayor of superior;
and representatives of the Boulder County Planning and Public Works
Department, the Colorado Water Conservation Board, and Howard,
Needles, Tammen & Bergendoff. The purpose was to discuss areas to
be studied and methods to be used. On February 18, 1977, representa-
tives of the Federal Insurance Administration and Howard, Needles,
Tammen & Bergendoff met in Superior to review the study limits.

~

The U.S. Soil Conservation Service, the Colorado Water Conservation
Board, the Boulder County Courthouse, the U.S, Geological Survey,
and the State Historical Society were contacted for available data.

~
~
t
i

The results of this study were reviewed at a final community coordina-
tion m~eting held on July 18, 1978. Attending the meeting were repre-
sentatives of the Federal Insurance Administration, the study contractor,
Boulder County Planning and Public Works Department, the Colorado
Water Conservation Board, and the town. This study incorporates all
appropriate comments, and all problems have been resolved.

~
~
, .

1,3 Authority and Acknowledgments

The source of authority for this Flood Insurance Study is the
National Flood Insurance Act of 1968, as amended.

The hydrologic and hydraulic analyses for this study were performed
by Howard, Needles, Tammen & Bergendoff, for the Federal Insurance
Administration, under Contract No. H-40l6. This work, which was
completed in October 1977, covered all significant flooding sources
affecting the Town of Superior.
