In <br />addition. the CWCB met separately with Mr. Jerome Forte, City <br />Engineer for Woodland Park to discuss the situation. As a <br />result of these meetings, copies of several engineering <br />drainage reports and maps. prepared by the developer and <br />required by the City, were obtained. It became clear that city <br />officials felt they had made a good-faith effort to deal with <br />the situation while Mr. Kirvelevicius felt no meaningful effort <br />had been made. <br /> <br />A visit to the area around the sUbject home indicated that <br />the topography downstream of Kelley Road had not been <br />significantly altered by historic or current land development. <br />The basic topography shows several poorly defined drainage <br />channels coming together to form better defined channels <br />approximately 800 - 1000 feet downstream of Kelley Road. There <br />is one main flow path, but it is more of a broad swale than a <br />well defined channel. <br /> <br />The most recent topographic mapping of the area was <br />prepared for the City of Woodland Park in January 1986, at a <br />scale of 1" = 200' and a contour interval of 5'. Based on the <br />CWCB field visit and this map, Mr. Kirvelevicius' home is <br />partly in the swale as shown in Figure 1. In his letter to <br />Governor Lamm, Mr. Kirvelevicius stated "It is true in a minor <br />way, we live in a flood plain... " <br /> <br />Figure 2 is a copy of a portion of the Preliminary Flood <br />Insurance Study for Woodland Park. It shows the loo-year <br />floodplain on Paint Pony Gulch from Kelley Road downstream and <br />appears to show part or all of the subject property to be in <br />the floodplain. <br /> <br />The question is, therefore. how have changes to the basin <br />subsequent to the construction of the home impacted the <br />floodplain? In other words, has the flooding potential <br />increased to the detriment of Mr. Kirvelevicius and his <br />neighbors, or has it decreased? These impacts can be evaluated <br />by studying the effect of several land use changes on the <br />hydrology of the basin. These changes include: Kelley Road, <br />upstream development including a detention pond, and siltation <br />due to upstream erosion. Before the changes are discussed, the <br />general hydrology of Paint Pony Gulch will be described. <br />
