COLORADO <br /> <br />INTRODUCTION <br /> <br />Backqround <br /> <br />On June 4, 1986. portions of Woodland Park experienced 1/2 <br />inch to 2 inches of rain which resulted in some flooding. One <br />stream which flooded was Paint Pony Gulch. One of the flooded <br />areas on Paint Pony Gulch was downstream of Kelley Road. about <br />1 mile north of downtown Woodland Park. Just downstream of <br />Kelley Road. along Paint Pony Gulch. are the homes of Mr. and <br />Mrs. John Kirvelevicius and Mr. and Mrs. Clyde Awtrey, who are <br />residents of Teller County. Their homes, built about 1975, <br />have experienced flood damage several times, including the <br />night of June 4-5. 1986. <br /> <br />The Kirvelevicius's have repeatedly asked Teller County and <br />the City of Woodland Park to remedy the situation and to see <br />that new development above Kelley Road would not aggravate the <br />flood problem. On July 17, 1986. the city. in cooperation with <br />the county, proposed to remedy the situation and submitted a <br />draft agreement to the homeowners. However, this agreement was <br />not accepted by the homeowners. Apparently it was their <br />feeling that neither Teller County, the City of Woodland Park. <br />nor the developer of the Mountain View Park sUbdivision <br />immediately upstream of Kelley Road were doing anything <br />significant to address the flood problem downstream of Kelley <br />Road. <br /> <br />The Kirvelevicius's next wrote a letter <br />Governor Richard Lamm on September 8. 1986. <br />subsequently referred to the CWCB and other <br />a response. <br /> <br />complaining to <br />This letter was <br />state agencies for <br /> <br />Authori tv <br /> <br />The CWCB is the agency of state government responsible for <br />floodplain management and is the coordinator for the National <br />Flood Insurance Program. <br /> <br />2732E <br />
