<br />2 <br /> <br />shown on the effective FIRM and on the Flood Profiles in the effective FIS report. The existing and <br />proposed fill will result in a decrease in the width of the Special Flood Hazard Area (SFHA), the area <br />inundated by the base flood, as shown on the effective FIRM. The maximum decrease in SFHA width, <br />approximately 130 feet, will occur along the north overbank approximately 200 feet downstream of the <br />Pine Street Bridge. <br /> <br />Upon completion of the project, your community may submit the data listed below and request that we <br />make a fmal determination on revising the effective FIS report and FIRM. <br />\ <br /> <br />. As-built grading plans, certified by a registered professional engineer <br /> <br />. A topographic work map of as-built conditions, certified by a registered professional <br />engineer, that reflects the results of the HEC-2 model of as-built conditions. Our review <br />of the work map entitled "Gondola House Assoc., L.L.C., Uncompahgre Plaza, <br />Floodplain Work Map," and the HEC-2 model of proposed conditions revealed some <br />discrepancies between the floodway widths indicated by the HEC-2 model and the <br />floodway widths shown on the work map. <br /> <br />. The HEC-2 model of post-project conditions indicates that velocities as high as 10 feet per <br />second are possible at points along the affected portion of the San Miguel River. <br />Velocities of this magnitude could cause erosion of the channel. Please demonstrate that <br />adequate erosion protection has been provided or explain why such erosion protection is <br />!lot necessary. <br /> <br />. <br /> <br />Compared to the data used to prepare the effective FIRM, the information submitted in <br />support of this CLOMR request indicates an increase in BFE greater than 0.5 foot at the <br />upstream limit of the revised reach. To avoid discontinuities between revised and <br />unrevised data, revised hydraulic analyses must be extensive enough to ensure that a <br />logical transition can be shown. The revised BFEs must be within 0.5 foot of the BFEs <br />shown on the Flood Profile in the effective F1S report at such transitions. Please provide <br />a HEC-2 model of as-built conditions that includes additional cross sections at the upstream <br />limit of the revised reach, either fron;l the data used to prepare the effective FIRM or <br />updated topographic data, to ensure a logical transition between the revised BFEs and the <br />BFEs shown on the Flood Profile in the effective FIS report. <br /> <br />",':':' <br /> <br />. Certification that all fill placed in the currently effective base floodplain and below the <br />proposed base flood elevation is compacted to 95 percent of the maximum density <br />obtainable with the Standard Proctor Test method issued by the American Society for <br />Testing and Materials (ASTM Standard D-698) or an acceptable equivalent method for all <br />areas to be removed from the base floodplain <br /> <br /> <br />Copy of the public notice distributed by your community stating your community's intent <br />to revise the floodway, or a statement by your community that it has notified all affected <br />property owners and affected adjacent jurisdictions T,. "'" . <br /> <br />A copy of your community's letter to the Colorado Water Conservation Board (CWCB) <br />notifying it of the floodway modification and a copy of the letter from the CWCB stating <br />its approval of the modification <br /> <br />. An initial fee of $225, which represents the minimum charges associated with a request <br />of this type, must be submitted before we can process your revision request.
