This LOMR has been
developed by Buckhorn Geotech, Inc. (BGI) for their clients Gondola House
LLC. The LOMR addresses past and recently completed building projects in the
floodplain of the river. Three structures have been built on the north bank
floodplain since the 1988 FIRM was produced.

Gondola House LLC wishes to have these building removed from the effective
floodplain to reduce insurance expenses. They are funding the LOMR. The
town supports this LOMR request to FEMA.

BGI has been pursuing the LOMR over the past two years, They have identified
that the original topographic data used to study the subject river reach was of
insufficient detail. This resulted in HEC-2 modeling that underestimated BFEs.
A corrected effective model was produced to verify floodplain conditions prior to
constructing these buildings using updated topographic information. Models
also were prepared for existing/pre-project and revised/project. A copy of the
tabular output data is enclosed. '

Also enclosed is a copy of the FEMA review letter explaining remaining data to
be provided prior to the map revision being implemented. This includes notifying
CWCB of the pending change and seeking its commentary. Mr. Krch of BGI has
prepared the LOMR application forms and work map submitted to FEMA. They
are provided with this letter for your information.

Please contact Mr. Krch for any additional information you may need to complete
a review of the LOMR. He can be reached at (970)249-6828, or by mail at: 222
South Park Ave., Montrose CO 81401.
