Gentlemen:

Hogan and Olhausen fully understands the problems involved as their
normal practice includes projects where they are doing precisely
the same type of work in determining backwater curves and indicating
the same on the maps.

We feel our broad based experience give us a good understanding of
the requirements and the execution of the work. We have the man-
power and equipment to perform the work in a professional and sched-
uled manner. We anticipate that we will complete the work in a much
shorter time than allowed in the specifications. We feel that our
approach to this work and our background will result in a general
overall savings to the government and produce a good and satisfactory
product.
