I conducted a Final Coordination Meeting in the town of Palmer Lake on the even-
ing of September 29, 1976. In my presentation I discussed the three elements,
Engineering Study, Flood Plain Management, and Insurance, as well as the formal
appeals procedures. I reviewed the insurance manual with those present and left
a copy of it with one of the council members. A copy of the formal appeal pro-
cedures was given to the mayor and council members for future references. The
Mayor had been provided 3 copies of the draft study by the U.S. G. S. several
weeks ago.

There were no substantive technical comments made at the meeting by the public
or council, although one property owner did express concern about whether some
small hills in the flood plain were taken into account. I advised the individual
of the letter appeal procedure. If there is a formal appeal on this property, it
may be possible to handle it by letter amendment.

The meeting lasted until 9:00 p.m. and concluded with coffee and donuts.
