<br />, <br /> <br />This report basically focuses on the question of evaluation <br /> <br /> <br />financing, and implementation of urban drainage and flood control pro- <br /> <br /> <br />jects. The question of evaluation is discussed in terms of benefits <br /> <br /> <br />and costs, even though many of these cannot yet be quantified. Finan- <br /> <br /> <br />cing and implementation are covered insofar as they are related to the <br /> <br /> <br />results of the evaluation process, <br /> <br /> <br />The report is addressed primarily to the remedial structural <br /> <br /> <br />category of urban drainage and flood control problems and to cases <br /> <br /> <br />where the investment of public funds is a feasible solution. This <br /> <br /> <br />limitation of scope is not intended as an indication of priorities, but <br /> <br /> <br />is necessitated by the step-by-step approach of the research and the <br /> <br /> <br />limited time and funds available for the effort. Preventive, non- <br /> <br /> <br />structural approaches can also be evaluated using the same techniques, <br /> <br /> <br />but the analyst must be extremely careful as he considers these approaches <br /> <br /> <br />because they require detailed consideration of local priorities, pro- <br /> <br /> <br />jections of future growth patterns and the incidence of costs and <br /> <br /> <br />benefits on local citizens. These considerations should be included in <br /> <br /> <br />evaluation reports as guides to decisionmakers. The analyst must be <br /> <br /> <br />careful not to distort benefits and costs or to improperly assume local <br /> <br /> <br />priorities when undertaking this type of evaluation. <br /> <br /> <br />This report presents interim findings because the research is still <br /> <br /> <br />underway. The material presented herein provides a broad approach to <br /> <br /> <br />UDFC projects and represents a beginning step into the important problem <br /> <br /> <br />area of evaluating, financing and implementation. Follow-on research <br /> <br /> <br />will provide additional means for evaluation of the full range of UDFC <br /> <br /> <br />projects. <br /> <br />. <br /> <br />i <br /> <br />11 <br />
