<br />The City of Glenwood Springs has adopted an ordiance re-
<br />stricting develo;:>ment nC'ar rivers and live strC'ams (Ordi-
<br />nance No. 14, Series of 1977) which establishes a 30 foot
<br />~ctback area measured horiznntally from the high water
<br />mark of the peak discharge occurring in 1973. The 197)
<br />peak discharge portrayed on the flood profile~ (Plates
<br />11-19) ~ay be utilized to determine the setb~ck limits
<br />for the ordinance.
