<br />. <br /> <br />Concentual Desim. Once initial field engineering data is obtained, several site visits are conducted. Professional <br /> <br />engineers and landscape architects/park planners proceed to design a conceptual master plan. This plan will usually <br /> <br />contain various options regarding trailway alignment, points of access, rest areas, overlooks, parking access points, <br /> <br /> <br />areas subject to intense flooding and areas of critical wildlife habitat. This plan is first presented to the entire District <br /> <br /> <br />management team, after which it is refmed and presented to the elected Park Board of Directors. After this initial <br /> <br />review, staff requests and advises the elected officials of the upcoming public planning process. Staff will also request <br /> <br />one or two Board members to join the design team, allowing active representation of the public's elected officials. <br /> <br />'Qpen House" Conce.pt. Interested citizens, Potentially Affected Interests (PAl) and special interest groups are strongly <br /> <br />encouraged to join in the planning process. South Suburban often organizes an 'Open House" to kick off this extended <br />planning process. <br /> <br />The 'Open House" provides each PAl the opponunity to ask questions, express concerns, react to what is <br /> <br />being proposed and even make suggestions to the technical experts who are responsible for developing a plan or <br /> <br />program. The Open House is an informal setting which allows for one-to-one exchanges, usually extending over <br /> <br />. several evenings and part of a weekend, between any concerned and/or interested persons and the public officials and <br /> <br /> <br />professionals. While the PAIs have the opponunity to mill around going back and forth between the displays and <br /> <br /> <br />familiarizing themselves with the various facets of the proposed plans or plans, the Open House is also productive in <br /> <br />getting the PAIs' viewpoints and perceptions communicated to the professionals. <br /> <br />Master Plannin. For Parks. Projects which involve capital expenditures andlor development are planned by a very <br /> <br />specific procedure as established by South Suburban's Board of Directors: <br />I, The project is identified within budget parameters, public need and desirability, and with general <br />or specific use and facility features determined. <br /> <br />2. Staff has conducted various surveys, studies, and gathered necessary data so that an initial design <br /> <br /> <br />phase (land use study or architectural concept) can be initiated. Board members' thoughts and input <br /> <br /> <br />are desirable during this early planning stage. This step occurs whether the project will be designed <br /> <br /> <br />by in,house planners or through an appointed architect or engineer selected by the Board. <br /> <br /> <br />3. Once the preliminary input has been gathered, the preliminary plan is developed and then submitted <br /> <br /> <br />to the Board, at a public hearing, for review, revisions, and so forth, <br /> <br />. <br />
