.

.

.

"FLOOD HAZARD MITIGATION IN COLORADO: A STATE PERSPECTWE - PAST,
PRESENT AND FUTURE"

Mark Matulik, Colorado Water Conservation Board

Flood hazard mitigation in Colorado has been occurring for tens of years. In the past, it was most often
implemented at the local level of government generally following flood disasters. In modern times, the
involvement of both the state and federal government has become more common place as each entity has
provided funding and technical assistance for flood hazard mitigation. In the future, the implementation
of flood hazard mitigation strategies will still take place locally but will be supplemented with new
enthusiasm from the state and federal government as pre-disaster hazard mitigation becomes the
cornerstone of FEMA and state programs. This presentation will I} trace the evolution of flood hazard
mitigation in Colorado, 2} highlight current and future flood hazard mitigation programs such as the
CWCB's construction fund, FEMA's Flood Mitigation Assistance Program and the CWCB's proposed
statewide river rehabilitation program, and 3} suggest how these programs can be used to implement
flood hazard mitigation strategies in Colorado's floodprone communities.
