<br />PREFACE <br /> <br />The Colorado Water Conservation Board is the agency of State <br />government that has the power and duty to: <br /> <br />"...devise and formulate methods, means, and <br />plans for bringing about the greater utili- <br />zation of the waters of the state and the <br />prevention of flood damages therefrom..." <br /> <br />as stated in Section 37-60-106(1)(c) of the Colorado Revised <br />Satutes 1973. Toward this end, the Board staff is vitally <br />interested in the careful documentation of major flood events so <br />that the citizens of this state may learn and ultimately benefit <br />from the sad experience of a few. <br /> <br />Under the State's emergency disaster plan, the Board is <br />responsible for providing aerial photography of large floods to <br />assist interested parties in assessing the damage and to assist <br />public officials and private citizens in planning for future wise <br />use of the land in the flooded area. <br /> <br />Proper timing is essential to obtain the maximum information <br />possible after a flood event. The State must be able to react <br />quickly, even while a flood is progressing. <br /> <br />The aerial photographs presented in this report were flown <br />by Kucera and Associates, Inc., Denver, Colorado, under an <br />agreement with the Board. The firm of Hydro-Triad, Ltd., of <br />Lakewood, Colorado, was engaged to perform the hydrologic analysis <br />of the basin, review the breach hydrographs and perform final <br />drafting-of the report.
