Specifically, this responds to a letter dated February 18,
1994, from Mr. .Dan Bunting, Regional Floodplain Administrator, Regional
Building Department, regarding the effective FIS report and Flood Insurance
Rate Map (FIRM) for E1 Paso County, Colorado. Mr. Bunting requested that we
revise the effective FIRM to show the effects of updated topographic
information and channel improvements including riprap lining and three drop
structures along Cottonwood 'Creek from approximately 3,700 feet downstream of
Union Boulevard to approximately 800 feet downstream of Union Boulevard.

A separate Letter of Map Revision (LOMR) has been issued to describe the
modifications to the City of Colorado Springs FIS report and FIRM.

All data required to complete our review of this request were submitted with
letters dated February 7, February 18, and May 13, 1994, from Mr. Bunting.
All fees necessary to process this LOMR, a total of $1,960, have been
received.

We have completed our review of the submitted data and the flood data shown
on the effective FIRM, and have revised the FIRM to modify the elevations and
floodplain and floodway boundary delineations of a flood having a 1-percent
probability of being equaled or exceeded in any given year (base flood) along
Cottonwood Creek from approximately 3,500 feet downstream of Union Boulevard
to approximately 2,200 feet downstream of Union Boulevard.

As a result of updated topographic information, the split flow shown on the
effective FIRM has been eliminated. As a result of the channel improvements,
the base (100-year) flood elevations (BFEs) decrease by a maximum of 11 feet.
The Special Flood Hazard Area decreases but the f100dway increases throughout
this revised reach. All affected property owners have been notified by mail
of the revision.

The modifications are shown on the enclosed annotated copy of FIRM Panel
. 0154 C, Profile Panels l5P and 16P, and the F100dway Data Table for
Cottonwood Creek. This LOMR hereby revises this panel of the effective FIRM
