<br />.. <br /> <br />. <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />This flood hazard analyses plan of study for the San Juan River and <br />McCabe Creek in the vicinity of Pagosa Springs was jointly prepared by'repre- <br />sentatives of the Colorado Water Conservation Board, the Upper Sanjuan Region <br />Planning Commission, Archuleta County, the Town of Pagosa Springs, the San <br />Juan Soil Conservation District, and the Soil Conservation Service. <br /> <br />The purpose of the Plan of Study is to describe the objective of the <br />study, the intended uses of the data and report, the intensity of investigations, <br />inter-agency coordination involved, study responsibilities, scheduling, and <br />funding arrangement. <br /> <br />In Colorado, the Soil Conservation Service and other federal agencies are <br />currently engaged in flood hazard studies in cooperation with the Colorado <br />Water Conservation Board. As coordinator for all water studies in the state, <br />the Colorado Water Conservation Board establ ishes priorities and schedules <br />these studies on a priority basis. The Colorado Water Conservation Board and <br />the Soil Conservation Service entered into a joint coordination agreement for <br />flood hazard analyses on January 27, 1972. <br /> <br />The Soil Conservation Service, United States Department of Agriculture, <br />carries out flood hazard analyses under the authority of Section 6 of Publ ic <br />Law 83-566, Recommendation 9(c) Regulation of Land Use of House Document No. <br />~65, 89th Congress, 2nd Session and in compTTance with Executive Order 11296, <br />dated August 10, 1966. <br /> <br />STUDY AREA <br /> <br />The area of study includes the flood plains of the San Juan River and <br />McCabe Creek in the vicinity of the town of Pagosa Springs. The study begins <br />on the San Juan River near the southern end of Pagosa Springs town 1 imit and <br />extends upstream approximately 7 miles northeast of the town. McCabe Creek is <br />a tributary to the San Juan River and the study area extends north from its <br />mouth, near Sixth Street, upstream through Pagosa Springs. Above Pagosa <br />" Springs, McCabe Creek divides into two tributaries and the study area ends on <br />both tributaries at the northern boundary of Section 13, T35N, R2W, approximately <br />0.3 of a mi Ie north of the city limit. <br /> <br />Located primarily in the northeast part of Archuleta County, the <br />San Juan River drains about 298 square miles above Pagosa Springs. Parts of <br />the drainage area I ie within Mineral and Rio Blanco Counties. The San Juan <br />River flows in a southwesterly direction, enters the east side of Pagosa Springs, <br />and is joined with McCabe Creek near the center of town. Draining approximately <br />20 square miles, the McCabe Creek watershed lies to the north and west of <br />Pagosa Springs. All of the study area for both the San Juan River and McCabe <br />Creek is located in Archuleta County. Flood plains in the study area vary in <br />width from about 200 feet to over one-quarter of a mile. The San Juan River is <br />a major tributary to the Colorado River in the Upper Colorado, Water Resources <br />Council Region. Location map showing the study area is on page 3. <br /> <br />
