As agreed to in our
telephone conversation August 30, I am sending you statistical compu-
tations for the streamgage at Pagosa Springs. I have attempted to
follow procedures as outlined in Water Resource Council Bulletin 17
with the possible exception of considering outliers. There were no
outliers considered in the data; however, a regional skew factor was
developed which has the effect of reducing the impact of extreme events
such as occurred in 1912. We plan to also use the same regional skew
factor in a similar manner for the two upper streamgages on the San
Juan River.

We would appreciate your review and comments pertaining to this analysis.

Sincerely,

..,

~.~~

S.
