Sirens, bullhorns, etc. should also be <br />used in the event there is not much time available and\or <br />nighttime conditions exist. <br /> <br />It is critical that emergency response measures <br />recommended by City and County officials be conveyed to those <br />affected and that specific courses of action for each affected <br />area be made explicit. This is particularly true for areas <br />subject to flooding since the time available for action is <br />limited. <br /> <br />I <br />I <br /> <br />During r~s~ng water, the first property located in the <br />YELLOW zone (within city limits) that is flooded is the Santa <br />Fe Railroad Yard. The damages are estimated to begin at water <br />surface elevation 4058 feet NGVD (cross section 1(5) or <br />approximately 28,000 cfs. Likewise for North La Junta, the <br />first property located in the upstream YELLOW zone is the <br />residence at 2213 Himebaugh. The damages are estimated to <br />begin at water surface elevation 4070 feet NGVD (crou section <br />175) or also approximately 28,000 cfs. <br /> <br />It is important to note that individuals outside the <br />city limits of La Junta need to be notified (other Otero <br />County Residents). These individuals are not shown in the <br />flood maps of this plan. Reference 4 in this plan provides <br />some aerial photographs of some of the populated areas along <br />the Arkansas upstream of La Junta. However, the study only <br />presents the 100-year floodplain, and therefore for flows less <br />than the 100-year, the structures located closer to the river <br />need to be identified. Reference 6 also provides a planimetric <br />view of the 1965 floodplain from Pueblo to John Ma.rtin Dam. <br />The amount of flow varied for this reach, but at La Junta the <br />flow was recorded at 31,700 cfs. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />4.2 Aaencv Notification <br /> <br />I <br /> <br />Fiqure 5 (FLOOD WARNING DISSEMINATION PLAN) illustrates <br />the communications system to be used in the event of flooding. <br />Each box identifies the agency and phone number (s I to be used. <br />The system originates with the National Weather Service <br />officee-and links participating City, County, State, Federal <br />and non-governmental agencies.
