INTRODUCTION <br /> <br />1.1 Authority. This study was performed under the authori1:y of <br />Section 22 of Public Law 93-251, Water ;~esources Dev'elopment .Iet of 1974, <br />Plar.ning Assistance to States j' and a request from the Colorado Water <br />Conservation Board. Section 22 prov"id1aEJ the authority for the Corps of <br />Engineers cooperation with the St~atlE!EI for assistance in pl~eparing <br />comprehensive State water plans for the d'9velopment, use and conservation <br />of available water resourceel. This f3ffort Nas accomplished through a <br />coordinated effort with the Colorado Wa1:E!:t' Conservation Board and the City <br />of Sterling to enhance its plannirt9 of "'a.t:l~r resource projects pertaini.ng to <br />flocd control. <br /> <br />1.2 Scope and Obj'3ctive!:J. ,]~he p}~i.mary objective of thE! Secticm 22 <br />study was to develop hydraulic data needEldlto dEltermine the effects of flood <br />mitigation projects along the South Platt:E~ River at Sterl~ng, Colorado. Topo9rc,phic mapping developed from aerial <br />phot,:>graphy taken in DHcernber 1976 was uE;ed in -this study. ThiB mapping was <br />also used in 1:he Flood Plain Information Study c;ompleted in Sept:ember 1978. <br />Brid;re and roadway :~nformation was al~,o ;:urnished at t.hat time by the <br />Colo,rado Water Conservation Board. ThE! sUl~vey data l"'as coded into a HEC-2 <br />hydr3.ulic model forma1: for t:he Flood Ple,in Info__cmation Study. That model <br />servl:!d as the basic model for thi.s study. <br /> <br />3 <br />
