Some CWCB staff <br />members are not convinced that a federal <br />disaster declaration would be in the best <br />interests of the state or local governments. <br /> <br />During June, 1984, a decision was made to <br />systematically assess the damages following <br />the spring 1984 snowmelt runoff. The data <br />gathered from this assessment would form the <br />basis for a decision about requesting federal <br />relief. During the week of June 25, 1984, 14 <br />two-man teams surveyed the damages in 13 <br />western slope counties. The joint <br />federal-state damage assessment is reported to <br />have uncovered about $16 million in damage to <br />public facilities and less than $4 million in <br />individual losses. About $12 million in <br />Agricultural losses had been identified <br />earlier. <br /> <br />The popular conception is that "the <br />designation would make low-interest loans <br />available to individuals and would allow <br />direct financial and low interest loans to <br />counties.
