P1E.poseL'cd scope. - The purpose of this appendix is to <br />present data -i":[a'Ci.,,, '.to the- eurrent economic conditions and flood <br />problems within the flood plain of Pinon Canon Arroyo at Trinidad, <br />Colorado, and an analysis of the benefits whieh would accrue to the <br />flood eontrol improvement discussed in the report. <br />, <br /> <br />II - IJ1.E1~ SUBJECT TO FIDODING <br /> <br />2-01. Description. - The area subjeet to flooding on Pinon Canon <br />J,rroyo, showi1on platel, is.'daf::.ned by the area overflowed dUI'ing the <br />flood of 14 July 1948, the largest flood known to have oecurred in re- <br />cent history. This flood plain eontains about 40 acres of urban <br />development located in the northwestern a.'ld central sections of the eity <br />of Trinidad. Improvements within the area inelude residential, business, <br />and railroad property, churches, eity streets and utilities. The rail- <br />road property whieh consists of the Atchison, Topeka ro,d Santa Fe Rail- <br />way passenger depot and a portiop. of their yards is located in the <br />extreme lower end of the flood plain a.d,iaeent to the Purgatoire River. <br />The business section adjoins the railroad property and extends upstream <br />for a distance of a':Jout three bloeks. The balance of the area in the <br />flood plain eonta:ins residential property. Practically all of the <br />residential units are frame b1.1llgalows and t.ro-story homes whieh were <br />built in the early part of the century. The business buildings are <br />primarily of masonry construetion and .the majority are likewise rather <br />old. Host of the homes and business buildings have basements which, in <br />times of flood, fill with water eausing damage to heating plants and <br />stored goods. <br /> <br />2-02.
