S Y 1 1 A BUS -------- Presented herein is the project report plan for the Pinon .Canon Clam., a small. detention dam to provide local flood protection for a portion of the city of Trinidad, Colorado, from flash floods origi~ nating on Pinon Canon Arroyo, a tributary of Purgatoire River. Author- ization for eonstruction of small flood eontrol projects is eontained in section 20S of the 1948 Flood Control Act (Public 1aw8S8, 80th Con- gress, 2d Session), and as amended by section 212 of the 19S0 Flood Control Act (Publie 1awS16, 81st Congress, 2d Session). ' Authority for the preparation of this projeet report is contained in the 2d indorsement from the Office, Chief of Engineers, to letter SII1EOC, Subjeet: "Preliminary Reeonnaissance Report - Flood Control Construction under Section 205 of the Flood Control Act of 1948, Pinon Canon, Truidad, Colorado, II dated 16 ~jay 19S1. The principa: features of the project plan include: a. A compacted earthen embankment approximately 69.S feet in length with a maximum height of about 13 feet above the arroyo bottom. ,. b. An ungated outlet eonsisting of an inlet strueture with trash rack, a 2-foot square reinforced concrete conduit 3~~ feet in length, and a stilling basin. e. A 7S~foot wide spillway consisting of an ogee-shaped we:Lr, a retaining wa:~ adjacent to the embankment, and unlined approach and outflO'r,..; chal1nels. The eonstruction of the project ,JOuld require the acquisition of about 32 aeres of land, induding improvements; relocation of about 0.7 mile of a single-lane gravel road; and construction of a 20-foot long single-lane pile bent bridge. In accordance with the provisions of local eooperation specified in the authorizing legislation, the eity of Trinidad has given satisfactory assurances that it will pro- vide all lands, easements, and rights-of-way for co~struction of the project; hold and save the United .States free from damage due to the construction works; and maintain and operate all the w:>rks after com- pletion. In addition the eity of Trinidad has agreed to relocate the gravel road and construet the road bridge. It is estimated that the project could be constructed in approxi- mateq 6 months at a total estimated eost of $18.'2,5"00, of whieh ~;lSO,OOO . is Federal cost and ~f32,5JO is non-Federal cost. The annual maintenance and operation eost to be borne by local interests after completion of the project is estimated to be ~SOO. . ~a" "
