Perm.:Inent Rn.:1cir,.,rays.

(1) Carefully analyze ae" roadways or roadways being rebuilt or
modified as to their effect on the hydraulic capacity of the floodway
and to their adverse effects on the existing or approved levees. The
low steel of the bridge shall have an elevation not lower than the crown
of the levee or 3 feet above the design water surface, whichever is
higher. Additional clearances will be required for fixed spans over
navigable ~aterways on a case-by-case basis.

(2) Any roadway over a navigable stream will require a permit from
the US Coast Guard.

(3) Plans includiag cosputations relating to the effects the
proposed work "ill have on flow's and floodway capacity ..ill be required
for review and comment.

b. Temporary (Haul) Roadw3Ys.

(1) P~Qvide drai~3ge structures to convey low-flow discharges.
Hold roadway fill to d ~inimun to prevent increasing the yater surface
elcv~~ior. shou~G a flood 0cc~r curing the period the roadway is in
pl~ce. Cor.struct all ramps from levees going in a downstream direction.
01i3 will prevent flows rrow being directed into the face of the levees.

(2) Re~ove all naterials (fill, drainage structures, etc.) upon
completion of constyuc~ion. Restore all disturbed areas to original
grade and restore tur:.

(3) Plans including compucations relating to the effects the pro-
posed work will have on flows and floodway capacity will be required for
revi~w and comments.

11. LO~, DAl-!S OR DlVERSro)l OF FLOWS.

a. Low Dams or Other Obstructions. Submit plans and specifications
for revie,;v and COmJlents prior to the construction of any type dam
structure in ~ floodway area. These plans including computations will
be reviewed to deternine if adverse hydraulic or structural effects
would occur within the floadway as a result of the proposed construc-
tion. Prior to ~n extensive engineering study for any type of water
~arrier in a floodway, the concept plan, proposed location, and purpose
should be reviewed by t~e Corps of Engineers.

b. Diversion of flows into or out of a floadway area shall be
rcv~ewed as to possi~le adverse hydraulic or structural effects.

7
